Panache II Class Rules, January 2003

General Description: Length Over All (LOA): 30 inches
Displacement: 4.5 pounds
Weight Finished 3.5 - 5 pounds
Sail Area: 460 inches
Overall Height: 55 inches (bottom of keel to masthead)

1 General Description
The Panache II Model Yacht is a development class, in which underwater appendages and rigs are variable. The purpose of these rules is to allow for some development of keel and rudder shapes, and slight development to the rig and sails. The Panache II is based on an original design by Vic Smeed , and modified by Climate Boatworks to include a more modern layout and better sailing characteristics. Plans for the original (unmodified) Panache were published in the December 1980 edition of the British Model Boats Magazine Anything that is not specifically permitted by these rules is PROHIBITED (unless amended by the rules committee)

2 Materials
Except for the radio control equipment, material of higher density than lead, 11.3 kg/dm3 is prohibited.

3 Weight and Draft
When measured in sailing trim, and drained of water:
a) The weight shall be a minimum of 3.5 Lbs.
b) The draft shall have no minimum but be limited to a maximum of 9 inches (228 mm) when measured to the deepest part of the hull or its appendages.
c) The depth of the hull, measured from the waterline, in fresh water, to lowest point of the hull, shall not exceed 2 inches (51mm)

4 Administration Authority
Directors of the Panache II Class Association shall solely administer these rules. All correspondence should be forwarded to the interim secretary of the proposed class.

5 Language
The official language shall be English, and in the event of a dispute over translation, the English translation shall prevail

6 Class rules and their Interpretations
These rules are to be read along with the measurement diagrams and the measurement form. In the event of a discrepancy between these rules, the measurement diagrams or the measurement form, the matter shall be referred to the secretary of the class association for review. The word "shall" is mandatory, and the word "may" is permissive

7 National Authorities
Currently, there is no recognized international authority.

8 Builders

9 Registration and measurement
Registration procedure:
    1. The builder or the owner shall apply to the class secretary, Via e-mail, or written correspondence for a registration number.
    2. Numbers shall be issued. Only 1 number shall be issued per boat. No two boats may have the same number.
    3. As the boat is available in kit form, all measurement will be (per the kit)
    4. The measurement certificate shall be presented before all racing to identify any visible modifications.
Change in ownership does not invalidate the measurement certificate, however change in ownership should be advised to the association.

10 Measurement
The hull shall be measured in accordance to the rules that were present when it was built; however, rig, sails, and spars shall comply with the current rules. Any repair, modifications or replacements shall be re-measured and approved before racing. New or altered sails shall be re-measured, signed or stamped including the date, by an official measurer or representative of the class.

11 Construction and measurement rules
The hull is the boat including all equipment, but excluding the rig, the keel, and the rudder The structure of the hull is defined as those items which contribute to the strength and watertight integrity of the hull, including; the hull shell, transom, keel trunking, mast trunking, bulkheads, deck, deck beams, hatch coamings, hatch covers, similar structural items, and their stiffening or reinforcement; and excludes plastic or readily removable containers of remote control equipment.

12 Identification marks
The boats identification mark and sail number shall be:
  A capital letter "P" over the registration numbers.
  The sail number shall be BLACK, or of a color contrasting sail color on which they are placed.
  The sail number shall be clearly visible on both sides of the boats main sail and must be a minimum of 30mm in height and shall be located not more than 12 inches from the head of the main sail.

13 Materials
The following materials ARE permitted: Metal, Wood or wood based products, Fiberglass or other composite type fibers, Gel-Coat, Resin, Adhesives, Varnish, Paint, Film coverings, solid, woven, or partly woven, Sheet plastic, which may be vacuum molded, containing no non-permitted materials, and may contain foam for flotation. Resin used for laminating the fibres shall be UN-pigmented on one side, so as to permit the inspection of the said fibres, but may be coated on one side with any permitted material.

14 Construction
 The hull shall be a monohull of the following dimensions as supplied in the kit.

Keel and Rudder
Definitions

The keel is defined as the fin, the external ballast, and any fastenings used to join the external ballast to the fin.
The rudder is defined as the rudder and the stock excluding the steering attachments at the head of the stock or any of its bearings or stuffing tubes.

Construction
No more than 2 keels and 1 rudder are permitted per boat. KEELS MAY NOT BE INTERCHANGED BETWEEN BOATS
The keel may have openings through which water can pass.
The keel may be removable from the hull. Rudder may also be removable from the hull.
The keel may not be articulated, i.e rotating or with integral rudder.
The rudder shall be placed aft of the keel.

Weights
The weight of the keel and bulb (if fitted) shall be not less than 2.2 lbs. There is no maximum.
The weight of the rudder shall not be less than 30 grams..

15 Rig
Definition

The rig is defined as a mast, mainsail and its boom, jib and its boom, and all permitted fittings.

 Materials
The primary material for the mast and booms may be wood or alloy, or composite or a combination of the three.

Masts
When in racing trim, measurements shall comply with the measurement diagram. Masts may be deck or keel stepped.

Fittings
EACH mast may have:
Wind vane or other form of wind direction indicator
Backstay crane
Attachment for the jib stay/halyard
Attachment for the shrouds
Only 1 set of spreaders
Attachment for the mainsail luff, head, and tack and clew.
Gooseneck and or its attachments
Boom vang and or its attachments
Mast deck fitting
Mast keel fitting
Rig correcting weights

Rigging
Each mast may be supported by:
Fore stay
A main shroud and a lower shroud on each side of mast (pair)
Backstay

Booms
Construction

The Main and Jib booms may be constructed of wood or aluminum or composite material and is not restricted in diameter or length.

Other rigging rules
Unless otherwise specified, all fittings and rigging may be adjustable.
Masts and booms may be drilled out, not only for the attachment of fittings.
The kicking strap may act in tension or compression.
The jib boom swivel shall be placed on the centerline of the hull and shall only be controlled by rig tension.

Sails
General
Sails may be of the following materials:
Single ply soft material
Double ply reinforced material
Stiff "Draftmans Paper"
Reinforced single ply material.
Sails shall comply with the measurement diagrams in appendix 1.
Sails may be left on mast(s) for measuring.
Any substance that stiffens the sail (excluding identification) shall be regarded as reinforcement.
Any seam shall not be wider than 10mm.
Corner reinforcements shall be no greater than a 30mm in any direction when measured from any edge of the sail.
Tell-tales are permitted on both Jib and Mainsail.
Cringles and eyes of no more than 8mm in size are permitted at attachment points.

Mainsails
Each mainsail shall be made of no more than 6 panels. These panels may be joined by the following:
"zigzag" stitching
Adhesive
Adhesive tapes
Sails may be attached to the mast in any manner conceived.
Where a bolt rope or sliders are used, the sail shall be measured disregarding these items.
Battens may be placed between the luff and leech. No more than 4 battens are permitted. (These battens may be integrated with the seams)

Jibs
Each jib shall be made of no more than 5 panels. These panels may be joined by the following:
"zigzag" stitching
Adhesive
Adhesive tapes
The jib stay may be attached to the jib luff, or integrated within the jib luff.
The leech shall not overlap the mast when the sail is held on the center line of the hull.
Battens are not permitted on the jib.

16 Additional rules
Equipment
Replacement rigs may only be changed between races and at the discretion of the skipper
Keels may be changed when deemed appropriate by the skipper and noted by the race committee.
Rudder The rudder shall not be replaced, unless genuine damage has been determined.
Radio A radio control unit must be used and must have a minimum of 2 channels. (More may be used)
One channel shall control the rudder, while the others may control the jib and main sails independently or combined.
All radio equipment shall be removable from the hull. (Receiver, batteries, 2 or more servos)

Skipper and Crew
The crew shall consist of not more than one skipper, except in the following cases:
The yacht is being sailed by a beginner
The skipper is unsure of rules and a tactician is required.

Racing Rules
Class races shall be sailed under the International Yacht Racing rules.
The relevant appendix (Radio Control Yacht Racing Amendments) shall prevail.

Note: These rules are subject to interpretation. Any skipper deemed to be abusing the above may at any time be protested by another skipper or by the race committee, at which time a hearing may be held to present supporting facts, and a ruling submitted.
